The Independent Regulatory Review Commission Thursday approved unanimously to approve final Public Utility Commission regulations implementing Act 85 of 2016 which reformed the way taxicabs are regulated and legalized transportation network companies like Uber and Lyft.
The focus of questions at the Commission were related to the requirement the PUC removed for a taxi company to show they are meeting an unmet public need for service. The PUC’s chief counsel said that was removed on the initiative of the PUC itself because they thought it was a barrier to market entry and brings taxis more inline with how limousines and TNCs are regulated.
The regulation will become effective following a legal review by the Office of Attorney General and publication in the PA Bulletin. [Note: Based on reporting by PLS Reporter.]
