Senate Passes Fiscal Code Bill With Fund Transfers, Other Provisions; Goes Back To House

The Senate Monday voted 41 to 9 to send a Fiscal Code bill-- House Bill 674 (Bernstine-R- Beaver)-- back to the House with specific fund transfers, a general provision requiring the transfer of $300 million from unnamed special funds to the General Fund to balance the state budget and other provisions
The general transfer provision requires the Governor to develop the list of special funds from which to take the $300 million and then submit that list to the State Treasurer.
The bill also includes--
-- JUA Transfer: $200 million transferred from the Joint Underwriting Account to the General fund
-- Race Horse Funds: $19.6 million transferred from the PA Race Horse Development Fund to the General Fund and $10 million to the Racing Fund to enforce medication regulations
-- Judicial Traffic Ticket Surcharge: Extends the $10 surcharge on traffic citations for Unified Judicial System;
-- Air Pollution Act Transfer:  Transfers $30.4 million from a settlement by the Attorney General relating to violations of the Air Pollution Control Act by Volkswagen received during the fiscal year to the General Fund.

The bill now returns to the House for a concurrence vote.  The House is scheduled to come back to Harrisburg for voting session Tuesday at 1:00.
