By a largely partisan vote of 31 to 19, the Senate moments ago approved the Conference Committee report on House Bill 1950 (Ellis-R-Butler) which provides a uniform, statewide county-adopted drilling impact fee and a set of more than a dozen additional environmental protection measures agreed to by Senate and House Republicans and the Governor's Office.
The bill now goes back to the House for a concurrence vote, probably on Wednesday.
